I am a volunteer co-ordinator for a local Derby charity called CGL, we support vulnerable young people offering 1:1 support from volunteers. Accessing the community to have fun. We are a short term project, supporting families for approx. 12 weeks. Role description.

Last week at the NEC meeting the NEC received the latest report regarding the options for the future of NARPO House. The NEC agreed that Branches should be sent ALL the reports already completed in relation to NARPO House for information. Rather than placing these in the public domain, any member requiring further information should contact the Secretary.

We have been notified by ACC Forber of South Yorkshire Police that their Force are considering opening up the Miners’ Strike archives. The intention is to publish the material within the South Yorkshire Police Miners’ Strike Archive (‘the archive’), so that it is electronically accessible to all. The aim is to release as much of the archive as possible into the public domain, However, before doing so, the Force is proposing to carry out a redaction process of some of the material prior to its disclosure.
Before releasing any material South Yorkshire Police are seeking the views of interested parties, including Staff Associations, Police Forces, National Police Chiefs Council and NARPO in relation to their proposed redaction policy.
Protecting our Members’ personal data and welfare are of paramount importance. NARPO has sought advice from our Data Protection Officer, and we have made an initial response to the consultation. We will be making further more detailed submissions in due course to best protect our members and their welfare.
The matter was discussed at the recent NEC meeting and it was agreed to contact Branches on this issue, as well as providing advice to Branches and Members on ‘historical enquiries and events.
Therefore, it is extremely important to remind our Members to exercise caution when responding to any requests regarding this, and any other ‘historical’ policing events.
This includes refraining from posting any information and/or comments on any social media or other platforms on such matters which can be accessed or viewed by the public, which could lead to the possibility that it could be used in any future criminal or other enquiry.

Dear All,
We are aware that there have been a couple of issues with the recent edition of NARPO News. The first being that some Members have received their magazine with the covering sheet containing their personal data inserted over the rear of the magazine and exposing the front cover. This was due to our Distributors having problems with their equipment jamming. Each time this occurred a number of magazines were hand assembled. However, the staff at the Distributors incorrectly inserted the covering sheet. We first became aware of this issue as Members contacted our HQ office.
NARPO News is circulated to nearly 90000 Members and, based on the number of reported cases, it has affected a small number of that total. However, that doesn’t minimise the distress and inconvenience this has caused to those Members.
We have reported the matter to our Data Protection Officer and, as NARPO is the Data Controller, we have recorded it as a Data Breach.
NARPO staff at HQ have apologised to our Members who have been affected.
The second issue we are aware of is that some Members have received their magazines with additional sheets of paper containing the personal data of other NARPO Members i.e. the covering sheet containing the name, address and Membership number.
This also an issue with the Distributor and we first became aware of it as our Members and some Branches contacted our HQ office. We are collating these reports at HQ and asking those who have received these additional sheets to destroy them, thereby removing the continuing risk of the data breach.
The Members whose details were accidently included with other Members magazines may not have received their own copy and HQ is arranging for them to receive one.
Again, based on the number of reported cases, it has affected a relatively small number of Members.
This has also been reported to our Data Protection Officer and, as NARPO is the Data Controller, we have recorded it as second Data Breach.
With both these issues, we have been in contact with the Distributor which has taken steps to ensure this doesn’t happen again. Also, with regard to the first issue, HQ is also looking at various packaging options to ensure there isn’t a reoccurrence for future editions.

To mark 100 years since the first PSA conference Andrew Michael’s Jewellers (AMJ), partnered with Brietling, is launching a Police Superintendents' Association 100 year celebratory limited edition gents and ladies watches.
The gents, Avenger 43mm Automatic GMT can be viewed here.
The ladies Navitimer Automatic 35mm can be viewed here.
The watches feature a raised crown emblem on the dial and the PSA logo has been applied to the caseback. The caseback can also be personalised with a name and shoulder number.
AMJ will donate 1 watch for every 50 watches sold. These are normally raffled off to internal members or sold in an auction format, with funds raised donated to charity.

Hello all,
The Government have updated the guidance on Benefits and pensions for UK nationals in the EEA or Switzerland as part of the UK and EU transition.
The main points of interest are;
If you are a UK national living in an EEA state or Switzerland by 31 December 2020 you are covered by the Withdrawal Agreement You will get your UK State Pension uprated every year for as long as you continue to live there. This will happen even if you start claiming your pension on or after 1 January 2021, as long as you meet the qualifying conditions.
If you are working in the EEA or Switzerland, you will be able to count future social security contributions towards meeting the qualifying conditions for your UK State Pension.
You will continue to receive any UK benefits you already receive in the EEA or Switzerland for as long as you continue to live there, and continue to meet all other eligibility requirements.
If you are not covered by the Withdrawal Agreement and you move to live in an EEA state or Switzerland on or after 1 January 2021, your right to receive some UK benefits will change. Some benefits may only be paid for a time-limited period in these countries in future.

The September CPI has been released and stands at 0.5%.

14/10/20 Derbyshire member becomes Chelsea Pensioner
Former soldier and Derbyshire NARPO member ex PC 1219 Ted Fell has been measured up for his 'Scarlets' and marched off to join the Chelsea Pensioners.
The new home for the Royal Artillery veteran is the Royal Hospital Chelsea - the building in 66 acres of land that was commissioned by King Charles I in 1692 for retired soldiers. It’s the home of the Royal Chelsea Flower Show.....and 300 specially picked red-coated pensioners like Ted.
A soldier for 22 years, Ted joined the regular Army after his 12 months National Service in 1957 and left the Army in 1979. Ted was soon back in uniform, joining the Derbyshire Constabulary where he served for the next 16 years. He was stationed at Chapel-en-le-Frith, New Mills and Whaley Bridge, and was well respected by all those who had the pleasure to work with him.
Ted’s wife died 2 years ago, he has kept close links to the Army and was chairman of Chapel-en-le-Frith Royal British Legion.
He had been thinking of joining the Chelsea Pensioners for a couple of years, finally applying at the start of this year. He spent four days there in May, looking over the establishment and facing an interview panel.
A short time later, a letter dropped onto the doormat of Ted’s Chapel-en-le-Frith home. He was in, and on the 12th October Ted was on his way to that new life in Chelsea.
On behalf of Derbyshire NARPO I would like to send him all our best wishes for the future.

See below regarding the claim against raising Women’s State Pension Age.
Women lose legal fight in Court of Appeal to lower State Pension Age to 60
The Court of Appeal has unanimously rejected an appeal by two women against the decision of the High Court in October 2019 that the mechanisms chosen by the government to implement changes which equalised the State Pension Age (SPA) between men and women over the period April 2010 to November 2018 and raised the SPA from 65 to 66, 67 or 68, depending on age, did not amount to unlawful discrimination on the grounds of age or sex under either EU law or the Human Rights Convention (R (on the application of Delve and another) v Secretary of State for Work and Pensions [2020] EWCA Civ 1199).
The Court of Appeal ruled that it was impossible to say that the government's decision to strike the balance where it did between the need to put State Pension provision on a sustainable footing and the recognition of the hardship that could result for those affected by the changes was manifestly without reasonable foundation. Despite the sympathy that the appellate judges, like the members of the High Court, felt for the appellants and other women in their position, the Court of Appeal was satisfied that this was not a case where the court could interfere with the decisions taken through the Parliamentary process.
Lawyers for the appellants, Julie Delve and Karen Glynn, had argued that the economic burden should have been shifted onto younger women who faced less social discrimination in the workplace and were likely to earn more and have better opportunities over the course of their careers. But the Court of Appeal said rising life expectancy and the growing ratio of retirees to workers meant the government had to act urgently.
As regards whether there was any legal obligation on the government to notify people of the change to their pension age, the Court of Appeal held that in any event the High Court was entitled to conclude on the evidence that the publicity campaign implemented by the DWP had been adequate and reasonable. In addition, the application for judicial review had been made substantially out of time and the long delay in bringing the proceedings would have precluded the grant of any remedy even if the grounds of challenge had been made out.

The NPMD have had to change the way we remember our fallen colleagues this year due to the pandemic.

Dear colleagues,
I am assisting John Murray in his quest for justice for our colleague Yvonne Fletcher murdered on 17/4/1984, now 36 years ago. we have not given up on our attempts to have the suspect Saleh Ibrahim Mabrouk ( the defendant in our civil case) charged with conspiracy to murder Yvonne. At the heart of this problem is the decision of the Government to withhold certain evidence, upon which he would have been charged, on grounds of national security.
We are now mounting a petition for a public inquiry to try and have the decision to withhold that evidence reversed. We had a meeting arranged with the Prime Minister for 21/7/2020 which had to be cancelled due to world events, but it has been rescheduled for 29/9/2020. In the meantime, we are hoping that our petition will have sufficient support from the public generally, and from serving and retired officers and our civil staff in particular, to have the necessary influence to have that decision reversed.
There is a simple principle here, if the rule of law is seen not to prevail then what possible function can we, as serving or retired officers, be asked to perform. Please see our website for a link to the petition.

We urgently need more retired police officers with DIY skills in the Derbyshire area to help us to support schools affected by the COVID-19 crisis with relief caretaker cover.
We support schools when their own site team are unwell, have left or are absent for any reason. Unfortunately many employed caretakers have been unable to return to work due to the virus and this has left a large number of schools in serious difficulty. The caretaker role is more important than ever to ensure the hygiene, safety and security of pupils and staff.
We have become inundated with requests from schools and our existing teams are already working flat out. We are now in urgent need of additional trusted and reliable competent DIYers to ensure that we can assist all of the schools who approach us. Some schools just require part time help maybe 2-3 days each week whereas others need full time weekday cover, we always try to match up assignments with people looking for that level of work. Works are usually within 20 minutes of a relief caretaker's home.
Relief caretakers do not need any related qualifications or experience but should as a minimum requirement be a competent and confident DIYers with excellent communication skills. Any prior property maintenance experience is a bonus. Tasks vary and might include; security, checking premises, alarm tests, supervising cleaning staff, driving, porterage, minor repairs and maintenance. Full training provided on site for each job.

Please see the below for information and ongoing support to Members who are lonely.
The Minister for Civil Society and Digital, Culture, Media and Sport, Baroness Barran, whose remit covers loneliness, has urged people to consider writing letters and cards to those isolating as lockdown measures are eased. This coincides with Loneliness Awareness Week which is taking place between 15-21 June 2020 and builds on the Prime Minister’s announcement last week that those living alone can form a “support bubble” with another household.
The Government also stated that if people are feeling lonely they should keep in touch with friends, family and neighbours; ask for help if they need shopping, medicine or are feeling lonely; or set a routine with online activities, regular tasks or by volunteering. A government partnership with the Post Office and Royal Mail will see a “Let’s Talk Loneliness” postmark stamped on most letters delivered during Loneliness Awareness Week (15-19 June), to raise awareness of loneliness and help tackle the stigma. This comes after new research found that 74% of people feel that writing letters has positive mental health benefits.

A government partnership with the Post Office and Royal Mail will see a “Let’s Talk Loneliness” postmark stamped on most letters delivered during Loneliness Awareness Week (15-19 June), to raise awareness of loneliness and help tackle the stigma. This comes after new research found that 74% of people feel that writing letters has positive mental health benefits.

I have received a warning about a scam telephone call that allegedly has been made. The caller stated that he was from “NHS Track and Trace” and said that the person being called (recipient) had been identified as having been in contact with a person who has Covid-19 and that the recipient must be tested for it. After further conversation when personal details were asked for came the punch line when the caller asked for a card payment of £50 to pay for the test and the test results. Despite the recipient saying that he was under the impression that it was a free service provided by the NHS, the caller was persistent and went on to demand a card number, at which point the call recipient put the phone down.
Should you receive a telephone call along these lines, asking for payment do not provide any personal or financial information. The Track and Trace system is being done by the NHS and is completely free. Do not divulge any credit/debit card details or make any arrangements to pay any money.

The Government takes the mental health and wellbeing of our police extremely seriously and we understand that the current crisis will have an impact on all of those working in policing, including those who have re-joined forces to support the response to Covid-19.
We have invested in programmes which offer help directly to police officers and staff. This includes £7.5 million to fund the development of the National Police Wellbeing Service (NPWS), which was launched in April 2019.
The NPWS has developed evidence-based guidance, advice, tools and resources which can be accessed by forces, as well as individual officers and staff. This helps Chief Constables in their duty to ensure the wellbeing of all officers and staff, by signposting to relevant services and additional support.
However, we want to go further, and have therefore accelerated work to introduce a Police Covenant, recognising the service and sacrifice of those who work, or have worked, in policing and to deliver the practical support they need. The key areas of focus will be physical protection, health and wellbeing and support for families.
Following an 8-week public consultation on the principle and scope of the Police Covenant, we are currently analysing the responses and intend to publish our response during the summer. Mental health and wellbeing support specifically for retired officers, including any additional needs as a result of the Covid-19 response, will be considered as part of this.
The Police Covenant will be put into law as part of the Police Protection and Powers Bill announced in the Queen’s Speech; we aim to introduce the Bill later this session.
Whilst this doesn’t fully answer all the questions posed it nevertheless has put the wellbeing of retired police officers firmly in the thinking of the Home Office and we will look to raise the issue whenever possible with a view to ensuring that the Police Covenant provides support for retired police officers.

Members of the above travel insurance scheme are receiving letters to renew travel insurance as of the 1st May. Apparently it has increased quite substantially. Many are thinking whether or not to renew due to the travel ban. All I can say is that renewal is a matter for individual members as today AXA have sent the following statement to NARPO headquarters
"The Executive Committee at AXA PPP healthcare have made their decision today to cease offering new travel policy access with immediate effect on all Affinity schemes until further notice".
Basically this means that if you do not renew you may not be able to rejoin the scheme at a later date. I hope this helps when making a decision to renew or not.

During this national Public Health Emergency, we have received some requests for clarification of NARPO’s position on the use of retired Police officers, on a voluntary basis or potentially re-joining the Police Service in some capacity or as a Police officer.
There has been a suggestion in an article from a former MPS Commissioner, and also from the current Commissioner, that retired police officers could be used in some capacity
NARPO members account for approximately two thirds of all retired Police officers. Our view is that we know that many retired police officers already perform voluntary work for Police Forces throughout the country.
We agree that retired police officers have certain skills and experience which could assist the Police in these extraordinary and difficult times. However, we are also mindful that many of those retired officers will also fall into the vulnerable category because of their age or health. For NARPO, our members’ personal health and well-being is a primary concern.
We are also aware of many local NARPO Branches providing support to their vulnerable Members and our Business Support and Communications is putting together a guide that Branches can use.
Re-joining the Police
There are two ways to re-join the Police Service, either retiring and re-joining in a role which is materially different from that of a Police officer, or re-joining the Police as a Police Officer.

It has been brought to attention that Churches and Crematoria are restricting the numbers of mourners to close family members and then only in the region of 5 in number. The next funeral is ex PC Philip Lowe's on the 31st March at Bramcote Crematorium. They are imposing the above restrictions.
Very sad for the family. So keep safe, stay at home.

For the time being though, I propose we adopt a ‘wait and see‘ approach and make a decision at the end of June. HQ are ok with that as far as the venue is concerned.

Dear All,
The Annual Report is being posted out this week and members should be receiving it by the weekend. Since preparing it and having it printed the Coronavirus Covid-19 pandemic has taken a turn for the worse, nationally and internationally. I spoke with Headquarters with regard to our use of HQ for the next Annual General Meeting in the Atrium on Sunday 10th May. They have cancelled the use of HQ by outside bodies for the present. Unfortunately, but in view of the fact that most of our membership are ‘at risk’, it leaves us with no other option than to cancel the AGM.
We will appraise the situation and keep you posted. The knock on effect is that we have cancelled all the coach trips, the May lunch on the 13th May at Lumb Farm and the Buxton social on the 12th June. We had arranged the Chesterfield Social for the 24th June, which was placed on the Annual Report at the very last minute and we have had to postpone it until a future date. The Glossop Social hasn’t even got off the ground. With regard to the Derby Social in October, we will keep you advised.
I ask if you know any members who do not have access to the internet just let them know about the cancellations/postponements.
Our message should be one of reassurance. In our times in the police service we have faced many challenges and come through. With that spirit and allied to the aims of NARPO let us endeavour to continue in that way.

I have been approached to see if any members of NARPO would be prepared to volunteer at a Force Open Day being planned for Saturday 15th August 2020 (Provisional date at this stage). The request is for people who are willing and able to assist with directing traffic onto and around the Headquarters site before, during and after the event.

02/03/20 Appeal for Kidney Donor

Steve Edwards (C/Exec NARPO)
I am writing in my capacity of Secretary of the Leeds Branch of NARPO with an Appeal from a Leeds member’s son who is living in Australia. He has stage 5 kidney disease and a transplant is the only long term solution. Full details of the appeal can be found here.
The family are willing to fund FULL COSTS e.g. air fare, full medical costs, loss of income, subsequent accommodation and living expenses for as long as it takes for fully recovery for travel purposes.

Police Care UK is a regeneration of The Police Dependants Trust, and I would highlight that it operates to assist both serving and retired police officers or police staff, (or their immediate families) across all UK police forces. It provides emotional, practical, and financial assistance to individuals within the police family who have been harmed as a result of policing, and are in crisis. It is an entirely independent organisation, and we do not share any personal information with anyone.
We are supported in our work and assisted greatly by our fantastic volunteers;
