The requirement for all historical data held about former officers as part of IODA reviews appears to be excessive and in breach of the DPA.

18/10/17 Retired officers – don’t miss out on PTC benefits
Retired officers have now been given an extra six months to sign up to receive the full benefits of the Police Treatment Centres (PTC).
The PTC is a registered charity and provides two treatment centres where serving and retired police officers can receive recuperation and treatment following an illness or injury with the aim of helping them return to better health.
When the Federation, NARPO and Derbyshire Benevolent Trust first started supporting the PTC in April this year, the charity offered a six-month transition period during which retired officers could start subscribing and use the facilities at St Andrews in Harrogate and Castlebrae in Auchterarder, Perthshire.
But now the PTC chief executive Patrick Cairns has confirmed this transitional period will be extended.
This means:
The cost at the moment is £2-81 per month. Contact [email protected] or by dialling 101 and asking for finance.

This means:
- All Derbyshire retired officers – regardless of whether they were a donor to Flint House during their service - can sign up as donors to the PTC and, once their first month’s donation has been processed, can apply for treatment immediately. This is a transition period that will last up to 1 April 2018.
- After 1 April 2018, serving officers will be able to transition to retired donors to the PTC and, as long as they continue to seamlessly pay their donation rate at the current rate (which reduces significantly for retirees), will be able to apply for treatment immediately at the PTC without a break.
- After 1 April 2018, if a retiree wishes to sign up to donate to the PTC and then apply for treatment, if they were not a donor during their service, they will have to pay their donation for 12 months before being able to apply for treatment at the PTC. The same rule will apply if an individual was a donor in their service, but then has an extended break (case by case judgement but probably in excess of three months), by which they do not donate, but then start their donations in expectation of treatment.
- The PTC will continue to consider applications outside of these criteria.
The cost at the moment is £2-81 per month. Contact [email protected] or by dialling 101 and asking for finance.

The Pension Ombudsman in a South Wales case has determined that the Police and Crime Commissioner had a duty of care, as an employer, to have informed the Applicant of the tax implications of re - employment on his retirement benefits. Its failure to do so has led to the Applicant incurring tax charges on his retirement benefits.
As a responsible employer the Commissioner had a duty of care to inform the Applicant of the tax implications of re-employment on his retirement benefits. I find that as a consequence of their failure to do so that they should reasonably meet the tax PO-7096 liabilities incurred by the applicant in this regard. So, I agree with the stance taken by the Commissioner that it proposes to pay the tax liability for the applicant in relation to this issue on confirmation of the amount from HMRC.

06/07/17 Care and Nursing Home Investigation
Hi All,
As part of our Later Life Ambitions campaign we are looking for real life experiences of the care system in this country.
Six months ago, the Competition and Markets Authority (CMA) launched an investigation into the issues affecting the 430,000 older people in care and nursing homes in the UK. The CMA have been examining whether the care home industry is working well and treating residents and their families fairly. The CMA is now halfway through its process and has published an update report with its interim findings. The CMA has also opened a consumer protection case addressing concerns that some care homes may be breaking consumer law.
NFOP/CSPA/NARPO has been working through Later Life Ambitions to support the CMA in its inquiry to ensure that care homes are upfront and transparent about the costs that will be charged to people at all stages of their care. We have met with the CMA and will be submitting our views to their inquiry. We would like to hear whether any of our members have had a negative experience with the care home market. In particular, we would like to know whether you or a family member has experienced:
If you would like to help us with our submission to the CMA, please email your thoughts and experiences to Fenella at [email protected]. All information will be treated in confidence, and your details will be anonymised.
Kind regards,
Steve Edwards (Chief Exec NARPO)

21/06/17 Trip to Tower of London
Please see below message from Glenn Wicks. Anyone interested should reply direct to Glenn.
'I have organised a trip to the Tower on Tuesday 29th August but have had very little interest and still have 12 places to fill.
We will meet at 7.15pm with the men in suits and ties and the women dressed in “appropriate” dress. We will be escorted round the tower by an off duty Yeoman Warder, then be invited to their club, where excessive alcohol consumption is obligatory. We then get taken out to a viewing of the Ceremony of the Keys, the formal locking up of the castle, then return to the club to be finished off in traditional fashion.
There is no cost to this but there is a general expectation to buy the barman a drink and to buy raffle tickets (proceeds to the club.)'
Attendees will need to arrange their own transport and accommodation.

Please see below which may be of interest to members. Please contact the email originator direct for further information.
'I am writing to let you know about Beating Retreat - an event that your members may be interested in, and this might be something you would like to organize as a group outing.
The Household Division’s Beating Retreat on the 14th and 15th June 2017 is a spectacular evening pageant of music and military precision drill, including horses, cannon and fireworks.
These annual concerts are performed on Horse Guards Parade in front of the beautiful backdrop of St James’s Park each year on the Wednesday and Thursday evenings preceding the Queen’s Birthday Parade, or “Trooping The Colour” as it is often called.
Traditionally the event is attended by a member of the Royal Family although we cannot guarantee this.
Soldiers of the Household Division are instantly recognizable through their distinctive uniforms and headdress and have a history spanning over three centuries.
Invariably described as ‘truly spectacular’ and ‘London at its finest’ the Household Division Beating Retreat cannot be seen anywhere else in the world and is a not to be missed event.
“Beating Retreat. Epic.”

28/03/17 Swanwick Men's Shed
Please see the below message from Charlie Parkes regarding the above.
"For about a year I have been planning the start of a men's shed at the Turner Farm Project off Crays Hill. There is a tremendous growth in men sheds in the UK and lots of info on the UKMSA site. Basically men are often more subject to isolation in retirement and the men's shed becomes a club based around various hobby/craft activities. Somewhere to socialise, eat cake, drink tea and be active.
The Swanwick shed is the first in Derbyshire and we are focusing on woodworking and recycling. Turners Farm has a lot of material to be used and we obtain material from the Lighthouse Charity shops and local sources.
The Lighthouse group includes ValleyCIDS an educational charity for young people and have just provided a superb shed for our use at the farm. We are currently fitting it out with benches and equipment and then we can get going. Members will be able to do their own thing, help with farm projects [just built a goat hut] or community projects [built frames for the well dressing boards]. We may get into a wood cutting service, cycle repair, cooking for one or whatever members want to do.
The farm provides alternative education for young people and the shed plans to make kits that the youngsters can put together as part of social skill and enterprise development.
We need members, tools [hand and power], woodworking machinery, materials, wood burning stove. What we cannot use we can pass on." I can be contacted on 07967 378305 Best regards, Charlie Parkes

18/03/17 Police Treatment Centre
If you recall on the 30th September, 2015, I reported that,” As advised and effective from January 1st 2016 all retired officers admitted for treatment at Flint House will be charged £80.00 per day (£400 per five day stay) – inclusive of accommodation, treatment etc.” This was a blow for retired officers requiring treatment. However the Federation, Mutual Welfare Fund (MWF)and NARPO have decided to take up the offer from the Police Treatment Centres in Harrogate, North Yorkshire and Auchterader, Scotland.
Retired members will have to donate £2.81p a month and then they will be eligible to receive treatment from Day One. Subject to vacancies. You do not need to be a member of the Mutual Welfare Fund but if you are then you will receive travelling expenses.
I visited, for the first time, the PTC on Monday, 13th March, 2017, together with Kirsty Bunn, Federation, Ian Godfrey, Derbyshire Benevolent Trust, Claire Widdowson of the MWF all of whom had visited the Centre prior to making the decision to move. The PTC has 76 en suite bedrooms all beautifully furnished with modern fittings. The treatment rooms, gymnasium, swimming pool and water hydrotherapy baths are ‘State of the Art’. It is set in its own grounds with walking distance of Harrogate Town Centre.
The cost to Retired Officers over a ten year period only comes to £337 which equates to less than one visit to Flint House. I know that the monthly donation may go up after 2020 but I have been assured that we are talking increases of pence. In those ten years you may have to visit more than once.
The PTC have also said that they will hold a six month amnesty from the 1st April so if retired officers sign up in that period they can use the PTC (subject to availability) straight away. However after the 6 months and they want to join, they can but they would have to donate for 12 months before being able to use the PTC.
So what are you waiting for, email [email protected] quoting your Employee number to arrange for the monthly donations to come out of your pension.

08/02/17 Police Mutual Respite Services
As you are already aware Police Mutual launched a Respite Pilot Scheme last year, for those retirees who are either living with or caring for someone with dementia. I am sure that you have seen the article entitled ‘Dementia Pilot’ in the February edition of ‘NARPO News’. If you have found yourself in this position and would like to be considered please contact the Secretary”.
Since its launch in 2011, Police Mutual has been supporting the wellbeing of police officers and staff by offering a range of services.
At the scheme's launch Police Mutual’s Head of Police Service Engagement, Claire Long said; “For some time now we have been working hard to improve the wellbeing of the police family. It is only right that this support should extend to those who have retired from the service. We also appreciate that the health and wellbeing demands in retirement increase and that they become more complex. By working with NARPO, RPOAS and NIRPOA we hope to significantly increase our support to this community in a meaningful and manageable way.”
The respite pilot aims to help those retirees who are either suffering from or caring for someone with dementia. Police Mutual will be working with a number of specialist providers to source a respite break. The breaks will be planned based on the demands of the people who are being supported.
There were up to 20 breaks available last year and the programme has now been extended into 2017.

Dear Colleague,
Please see the below request from the BBC -
_______________________________________________________________________________________________
I write from BBC Studios Factual Entertainment Development team.
We're currently at the very first stages of developing an exciting series all about people who have not made it home to their loved ones for Christmas for one reason or another. All people who have given up their Christmas day – possibly the most precious day of the year - to help others. The idea is to give them back the Christmas day they once lost. We are looking to hear about stories from people who missed a Christmas in the 60s, 70s and 80s. If anyone does have a story they would like to share it would be great to have their name, contact/branch details, the date of the Christmas missed and any reasons why.

Many thanks to those of you who have already been in contact but we need to hear from as many members and branches as possible, so if you have any documents, artefacts and photos relating to NARPO’s history, in particular since 2000 please do get in touch with the author/researcher Angela Buckley at: [email protected]

25/01/17 Police Injury Benefit Regs ESA
Hi All,
Please see here Statutory Instrument that amends the PIBR to include ESA as a relevant benefit. This is effective from 10th February 2017 but not retrospective.
These Regulations amend the Police (Injury Benefit) Regulations 2006 to insert a reference to the employment and support allowance paid under sections 1(2)(a) or 1B of the Welfare Reform Act2007. This means that the amount of injury benefit pension received by a person who is also entitled to employment and support allowance must be reduced by the amount of employment and support allowance to which they are entitled.

15/07/17 PENSION OMBUDSMAN DETERMINATION IN RE-EMPLOYMENT AND TAX LIABILITY
Hi all,
This is an important decision if any members are facing tax liabilities as a result of re-employment by the Police.
PENSION OMBUDSMAN DETERMINATION ON TAX LIABILITIES ON RE-EMPLOYMENT

- Large upfront payments charged for care home residents
- Fees for extended periods after the death of a resident
- Uncertainty about the care options available
- Complexity of the complaints system
If you would like to help us with our submission to the CMA, please email your thoughts and experiences to Fenella at [email protected]. All information will be treated in confidence, and your details will be anonymised.
Kind regards,
Steve Edwards (Chief Exec NARPO)

28/01/17 A Century of Service - Recent History Required
Hi All,
A CENTURY OF SERVICE
As you will know, we have commissioned an author/researcher to research NARPO’s unique history, in preparation for our centenary in 2019. Thanks to everyone’s enthusiastic support an excellent start has been made and the project is now taking shape. A good response for material has been made already but more information, documentation, photographs etc. are required particularly in relation to the more recent history of NARPO and its Branches, from 2000 onwards.
Many thanks to those of you who have already been in contact but we need to hear from as many members and branches as possible, so if you have any documents, artefacts and photos relating to NARPO’s history, in particular since 2000 please do get in touch with the author/researcher Angela Buckley at: [email protected]
This is your Branches opportunity to be part of the commemorative brochure/book so don’t miss out and send Angela some information now.
