Richard Walter RUGMAN

It is with regret that I have to report the death on 2nd August 2022, in Basingstoke Hampshire, of ex PC 1401 Richard Walter RUGMAN, 82 years.

Joining the Royal Navy upon leaving school, he moved into the RAF as a mechanic, and lastly the RAF Police as a dog handler at an RAF base in Lincoln. He then joined the Derbyshire Constabulary serving  in Chesterfield.

​We do not have any further details of his service in Derbyshire or his retirement date.

I was very saddened to here of the passing my former colleague Dick Rugman. We were both on section 2 at Chesterfield. He wss great guy and a good, hard- working police officer. He made it his special project to "gen up" and enthusiastically apply the laws surrounding H.G.V.'s, so much so that he could make traffic officers heads spin! Rest easy Dick.

So sorry to hear of Dick’s passing.
He was Wingerworth beat man and crewed with me on the Rural Car (Sec 2) out of Beetwell Street in the mid/late eighties as a 3rd response car at weekends on nights.
A big mature man.. 6ft 6in? With a big heart.
And big hands!!!!!!
In sorting a kerfuffle outside a night club I remember him shaking a grown man warmly by the throat, lifting him clean off his feet with just one of those hands and enquiring..” haven’t you any homework you should be doing?”
You felt safe when Dick was around!
He was ‘misunderstood’ by supervision who were a decade or more his junior, but he carried on regardless despite their sniping.
Good man Constable Rugman.
Rest in peace my old mucker.
