25/04/12 Royal British Legion Poppy Appeal
Each year, in early November some 30,000 Legion volunteers take to the streets with poppies and collecting boxes, raising millions of pounds for the Poppy Appeal. The money collected at this time and from numerous other fundraising activities throughout the year, goes to providing help and support to serving and ex-Service men and women and their dependants. Without volunteer collectors out there on the streets, without appeal organisers planning the collections, this great cause - that helps thousands of ex-Service men and women every year - would grind to a halt. 
November is fast approaching and our need for new volunteers to assist us is as great as ever. This year’s collection runs from 27th October to 11th November 2012.

Love Productions, the makers of BBC2’s The Great British Bake Off, are currently looking for non-professional sewing enthusiasts to take part in a brand new TV series! 
I’m very keen to get some men to come forward and apply to be on the show.
The programme will be a celebration of sewing and will see men and women who love sewing turn their hand to a variety of challenges, from clothing making to interior projects. The sewing tasks will be interspersed with short films exploring the history of sewing in Britain.
The series is currently due to be filmed in summer and we’ll be contacting shortlisted applicants from now to mid-May, so we’d love to hear from interested individuals as soon as possible. A poster and example application form are attached. 23/04/12 Topical Television- Crime and Punishment programme
Urgent request, as filming needs to be carried out in the next few weeks.
We're looking for retired call handlers who have worked in the police control room to do a short piece for Real Rescues as part of a segment marking the anniversary of 999 calls being recorded. It's a history piece which we want to make informative but quite light-hearted; we want to know the differences between
their job when they first started and when they finished. Did they have a different uniform? Did they have a script? What systems did they use in the absence of computers? What happened when computer systems were introduced? And so on. It's to get a real feeling of what control rooms used to be like. Any lovely anecdotes or memories they have of the early days of their careers would be much appreciated too!

11/04/12 NPC calls lobby over Budget cuts
The Government’s Finance Bill – which includes the plan to freeze the age related tax allowances for the over 65s – will be debated on Thursday, 19 April.  

It is therefore vital that we get as many people as possible to lobby their MP on the day to highlight the unfairness of freezing the allowance, when at the same  time giving a tax cut to those earning £150,000 or  more.

It also enables us to raise other concerns such as:
     1.  The cut to the winter fuel allowance   
     2.  The change in pension uprating from the Retail Price Index to the lower Consumer Price Index 
     3.  The plans to exclude those existing pensioners on less than £140 a week state pension from new proposals 
     4.  Raising the retirement age   
     5.  Inadequate social care in the community 

All supporters are therefore asked to join the lobby on Thursday 19 April, House of Commons, London (nearest Tube Station: Westminster). A room for a rally will be organised from 12-1pm inside the Commons and campaigners can then lobby their MPs afterwards. 

Take action now!
     1.  Contact  your MP and tell them that you wish to lobby them on that day. Make arrangements  to meet them at a set time and place in the House of Commons if possible  
     2.  Let  the NPC know if you are planning to attend and we will  keep you updated as to the arrangements for the day as they develop 
     3.  Encourage as many people as you can to sign the online petition at http://epetitions.direct.gov.uk/petitions/31778
     4.   Publicise  the lobby and ask others to join us 
     5.  Tell your local press that you are taking part in the NPC lobby and why it is important

We will also produce a briefing paper for the event shortly which will  be available on the NPC website at www.npcuk.org. This is our chance to have  our say on the Government’s austerity measures.

04/04/12 HOME OFFICE GUIDANCE ON INJURY AWARD REVIEWS FOR THOSE OVER 65 UNLAWFUL
Any member adversely affected by the use of the Home Office Circular and Guidance upon reaching 65 years or over should be receiving communication
from their respective Forces within the next month. Anyone so affected who does not hear from their Force within a month should contact NARPO HQ.


His Honour MR JUSTICE SUPPERSTONE has ruled that there is no statutory basis in the Police [Injury Benefit] Regulations to support a different approach to a
Regulation 37 review at different ages.

At Paragraph 42 of the decision MR JUSTICE SUPPERSTONE opined: 
In my judgment, the appropriate relief to grant in the circumstances of this case is a declaration that the section in the Guidance headed “Review of Injury Pensions Once Officers Reach Age 65” and paragraph 20 of the Guidance on Medical Appeals are inconsistent with the Regulations and unlawful.  There is no justification for adopting a different approach to regulation 37(1) in respect of a former officer who reaches the age of 65 than in the case of a review for former officers of a younger age.

NARPO particularly welcome this recent decision by His Honour Justice Supperstone and now urgently calls on those Forces that have used the Home Office Circular and Guidance to callously and systematically reduce the injury pensions of those who have been injured serving their local communities, without any consideration of their individual circumstances or needs, to put right this wrong immediately. Those adversely affected have suffered for long enough and Forces should act quickly to put their minds at rest. NARPO will be monitoring Forces to ensure that the problem is rectified forthwith.

It is with deep regret that I have to inform you of the following deaths:

Ex PC George BAYODE  passed away on 22nd March. He served with the Force from 4 March 2002 until 20  October 2009 and was serving as a Constable on Patrol at Buxton when he left the Force. His next of kin is his daughter Chloe Bayode. His funeral is to be held at 10am on Thursday 5 April 2012 at Stockport Crematorium. No flowers please, donations will be made to a charity (not yet decided).  The family would welcome of any of George’s friends at the funeral and are happy for uniform to be worn.

Ex Insp John MacDONALD passed away recently whilst out walking. His funeral will take place at 2.00pm Monday 2nd April at the Crematorium, Dumfries, Scotland. His wife Jennifer realises that this is short notice so anyone who wishes to make a donation should do so to Ashbourne Animal Welfare, Tel, 01335 300494; a cause close to John’s  heart.

Can anyone assist the writer of a new TV Series?
 
Firstly, can I just emphasise that I'm not after any controversy or looking to criticise the police force, the TV series I'm co-writing is a drama based around fictitious football hooligans of the past, likely to be the 1980s, and a specific Crowd/Football Inteliigence unit set up to 'address' the problem of hooliganism.  It will be set here in the north (probably Leeds though it will remain anonymous) but will have no connection whatsoever to the horrible events at Hillsborough.

So basically, what I'm looking for is a clearer idea of how such a Unit was set up - the personnel involved, how many officers, their hours/routines, their MO & their instructions and even 'policies' if there was such a thing.  Of course I would be delighted to hear stories and anecdotes from the era but mainly, it's just an insight into how such things operate that I'm after.

I have a couple of good friends within the WYP and my Dad was briefly an officer in the 1950s but had to retire due to a motorcycle injury suffered while a pc.

My name is Jemma Saunders and I am a researcher at Tinker Taylor, a production company based in Birmingham. I am emailing you on the recommendation of Bob Dunbar from Manchester NARPO, who thought you might be able to assist me. We do a lot of work with the Police Federation and are currently producing a film to open the post riots session of the PFEW Conference 2012, on the afternoon of Wednesday 16 May. This will be a positive film about policing that examines
public disorder in Britain over the last 60 years. 
I have been tasked with finding contributors for this film. We are looking for a wide range of officers to participate in this film,both male and female, serving and retired, from all federated ranks and from throughout England & Wales, who together paint the picture of policing riots over the last six decades. They may have an interesting story to tell, or perhaps are simply passionate about the work they do. 
Possible events to be included are:
1958 Notting Hill Race Riots
1968 Northern Ireland Riots
1972 Bloody Sunday or Southall Riots
1981 Brixton, Toxteth, Handsworth Riots
1982 Miners' Strikes
1990 Poll Tax Riots
2011 London (Bristol, Manchester, Midlands) 
...but this is by no means an exclusive list!

Retired Sergeant Samuel William Edward ROSE (known as Bill) passed away on 22nd February 2012.  Bill Rose served with the Force from 27th February 1950 until 31st March 1976. He was serving as a Sergeant at Belper when he left the Force. He leaves a widow Mrs Ivy Rose.
His funeral is at 12.45pm on Monday 12th March at The Round Chapel, Markeaton Crematorium, Derby.

Ex PC Derek William FINNEY passed away on 29th February, 2012. He leaves a widow Mrs Dorothy Finney, and daughter Kathryn Finney.

Pc John Dunford as he was known passed away 5 years ago, he will be remembered  for being on duty outside the Directors  entrance at Derby Baseball
Ground. A Thanksgiving Service will take place at 3.30pm on Wednesday 29th February at St.Thomas’Road Methodist Church, Derby near the Barracks and  afterwards at the Church Hall.

It is with deep regret that I have to inform you of the following deaths:  Ex Sgt Robert Payne passed away on the 6th February, he last served at Buxton. His funeral is at 12.00 noon on Friday 17/02/12 at Curbar All Saints Church S32 3XA then after in Bridge Inn opposite.

Also Ex Insp Dorothy Rawson passed away recently. Dorothy was in Stockport Borough Police in the 1950’s and was the force’s first woman ‘motor patrol driver’. Her funeral is at 10.00am on Thursday 16th February 2012 at 10.00 am at The Rowan Chapel, Stockport Crematorium then after at The Alma Lodge, Stockport. The funeral order of service together with a 1958 news article and photos can be found here.

03/02/12 Injury Award High Court Decision
The recent decision of His Honour Judge Behrens, sitting in the High Court confirms at Para 32 that:
In my view the test proposed in the Guidance is not in accordance with regulation 37. The SMP is not entitled to conclude that "in the absence of cogent reason" the pensioner’s uninjured earning capacity is reduced to zero when he attains the age of 65. Rather, if the Police Authority refers the matter to him for review when the pensioner attains the age of 65 he must carry out a proper review in accordance with regulation 37. Thus he must consider whether the degree of the pensioner's disablement has altered and if so whether the alteration is substantial.

Any member who has had their Injury Pension reduced in this manner in accordance with the contents of HOC 46/2004 is now urged to write to their Police Authority and Pension Administrators and seek a reinstatement of their Injury Pension to its previous banding from the date it was so unlawfully reduced.

I am a researcher for a series of 5 daytime documentaries for BBC1 about the 1950s which will go out in March to celebrate the Queen's Jubilee.

The series will focus on life during the 50s and I am working on a strand of films that will tell of the different social tribes during the period.

One of the tribes we are exploring is the nostalgic Bobby on the beat epitomised by the popular TV Dixon of Dock Green.  We are really keen to talk to a policeman who was active during the 50s and has memories of what it was like that support the image presented in this  series.

We really want a great character - someone with some great stories and ideally some photographs/archive of them working during this  decade.
